Ben Turner is stalked by Rachel Monroe, who believes he is really Peter Baxter, the convicted killer of her daughter who died 20 years earlier, though her body was never found. When Rachel confronts Ben, he admits the truth but insists he was framed. Coincidentally, an eerily similar murder has just occurred in Ben's town.

Drawn to town by the new child murder case, retired policeman Dexter Alan runs into Rachel, whose daughter's killer -- Peter Baxter -- he put behind bars 20 years earlier. Tortured by guilt, Dexter confesses that he framed Baxter. Rachel then reveals that Baxter is actually Ben, who lives nearby under a new identity. Evidence points to him as the recent child slayer.
