Rocko learns he's down to 2% of lung capacity and needs a transplant to survive but he's such a scumbag that no one's willing to donate them to him and he doesn't have the money to buy a new set. Bill's sent to a TV quiz show to earn the money but it turns out his genius at home was actually from cheating and in he's way over his head.

Rocko barges into the situation and finds he's met his match in the bitter & angry sister. To everyone's surprise their mutual hostility turns into a passionate affair while Cuddles finds that the other sister is far more boring than her personal ad claimed.
